How the work begins

The work begins with a check of the documents and an estimate of the cost of clearance. The client sends the details of the goods and their value — we calculate the customs duties on import and export: the duty, the customs fee and VAT. The calculation includes the cost of carriage to the border: under the Customs Code this forms part of the customs value of the goods, and duty and VAT are charged on the customs value. We select the HS code and check the non-tariff measures — whether a declaration or a certificate of conformity is required. If a permit document is needed and the client does not have one, we offer to obtain it. We send the forwarding order and a sample calculation so that it is clear what makes up the cost.

Why the documents matter at despatch

For us customs clearance begins back at the export stage in the country of departure. We check the invoice, the contract, the packing list, the export declaration and the transport document. The data in all the documents must be consistent: gross weight, value, models, description of the goods, number of packages. If the data differs — if, for example, the weight on the export declaration, the bill of lading and the packing list differ even by grams — that is a formal ground for the inspector to order an inspection or an additional check. And any check means a delay while the goods sit at the customs terminal, where storage is usually noticeably more expensive. So we check all the documents and advise on correcting them in advance, before the goods are despatched. This matters particularly for air, road and rail shipments: with those the documents travel (cross the border) together with the cargo and are stamped at the border crossing and/or the terminal of arrival.

How clearance works

  1. Quotation and contract. We check the documents, calculate the duties and sign the contract and the forwarding order.
  2. Your draft declaration is ready in advance. By the time the goods arrive the draft customs declaration has been prepared, so filing is not held up.
  3. Monitoring arrival at the terminal. We keep a close watch on the goods arriving at the customs terminal — port, rail station or airport. Transport often arrives at weekends, so we work at weekends too. We quickly obtain the cargo record document at the terminal — confirmation that the goods have arrived and are ready for clearance.
  4. Filing the declaration. We advise on preparing the declaration and check the control figures. You file the declaration in your own name, signing it with your electronic signature. If customs raises queries, we help prepare the answers.
  5. Release. The declaration is usually released within 4 hours, unless a check is ordered. If a check is ordered, we advise promptly on preparing documents and responses to queries.
  6. Removal. We agree the date and time for taking delivery of the goods with you straight away; the vehicle for removal is ready in advance, and we take the goods out as quickly as possible (at the weekend if needed) to cut storage at the terminal.
  7. Completion. We send the primary documents for the transaction and the cycle is closed.

Our principle: cargo should not sit idle — it should keep moving. We monitor its movement at every stage so that any change in the documents is picked up in time for clearance.

The price and what it depends on

As a guide, consulting costs from 9 thousand roubles per set of documents for a transaction (the declaration, the first sheet), which covers around 5–10 items. Each additional item costs 350 roubles. Multi-item declarations are more complex and cost more. We send an exact calculation of the customs duties on your cargo and the cost of clearance in advance. Rates and duties depend on the HS code and the customs value of the goods.

How this differs from a customs representative

By law a company is entitled to declare its own goods directly and is not obliged to engage a customs representative (broker). We help you do that: we advise and support you, and the declaration is made in the name of your company. The declaration is signed by an authorised member of your staff with their electronic signature. We provide the preparation and the advisory support.

You remain the declarant and you sign the declaration — that is your direct control over the process and over your data. We take on all the preparatory work: we calculate the duties, check the documents, advise on preparing the declaration, support you at every stage and advise you while you respond to queries from customs. You are not left alone with customs — we are beside you at every stage.

What the difference really is. A customs representative is on the FCS register, which gives it the right to carry out customs clearance in the name of another legal entity, and it holds a large financial security on deposit; it is indirectly dependent on customs decisions and risks its status — so it often plays safe: it asks for unnecessary documents and exemption letters and is more cautious about defending a position in a dispute with customs. With direct declaration the company keeps control of the process; unlawful adjustments can be appealed, including in court. We provide advisory and legal support.

Questions and answers

Yes. The law allows a company to declare goods itself — it is not obliged to engage a customs representative. We advise and support you; the declaration is made in the name of your company and the documents are signed with your electronic signature. More on this in the questions and answers section.

Import duty, the customs fee and VAT. They are charged on the customs value, which includes the cost of carriage to the border of the Customs Union.

It depends on the goods (non-tariff measures). We check this against the HS code; if a permit document is needed and you do not have one, we will help obtain it — advance classification rulings and product certification.

Usually around 4 hours, unless a check is ordered. If a check is ordered, we advise promptly on preparing responses to queries from customs.

The data in every document must match. Any discrepancy is a formal ground for an inspection or an additional check of the documents, which means a delay and expensive storage at the terminal. That is why we check the documents in advance.

Yes. Goods often reach the customs terminal at the weekend, and we meet them in good time so that no time is lost.

The number of items on the declaration (multi-item ones are more complex), the category of goods and whether certification or a declaration of conformity is required.
